Key Points Summary

  • Age Requirements: 13+ with parental consent if under 18; only age-verified adults (18+) can enable the "Show mature content" setting
  • Dual Content Modes: Default experience hides mature imagery; adult content is only visible after enabling the settings switch post verification
  • OSA Compliance: We combine age assurance, mandatory content labelling, and moderation to protect children while permitting lawful adult expression
  • Creative Focus: Coomerang supports educational, creative, and mature storytelling within legal boundaries
  • Your Rights: You own your comics; we have a limited license to display them
  • Safety First: Automated and human moderation flag and remove policy breaches; report concerning content immediately

1. Acceptance and Agreement

By using Coomerang, you accept these Terms of Use and our Privacy Policy. These terms form a legally binding agreement between you and Coomerang LTD, a UK company.

If you don't agree with these terms, please stop using our service. Continued use after updates means you accept the changes.

2. Definitions

  • "Platform" means the Coomerang website, services, APIs, and related tools.
  • "User Content" means comics, images, text, metadata, and any material you upload or create.
  • "We" / "Us" / "Company" means Coomerang LTD.
  • "You" means the individual or legal entity accessing or using the Platform.
  • "Premium Features" means features accessible through a paid subscription.
  • "Show mature content" means the optional viewing and creation settings unlocked only after successful age verification that allow access to lawfully permitted mature-labelled content.
  • "Mature-Labelled Content" means User Content explicitly flagged as containing mature, sexual, or otherwise adult themes that remain lawful under UK law and these Terms.

3. Service Description

Coomerang is a web-based platform for creating, publishing, and discovering digital comics. The default experience is designed for all ages, while a gated "Show mature content" setting enables lawful mature storytelling for adults who complete age verification.

Our service includes:

  • Comic creation and editing tools
  • Cloud storage and publishing system
  • User profiles and creative community features
  • Content discovery in a safe environment
  • Premium subscription features via Stripe
  • Layered content moderation and safety systems covering both family and adult spaces

Platform Modes: All accounts start in default mode. Mature-Labelled Content is hidden unless and until an 18+ user completes age verification and manually enables the show mature content switch.

4. User Accounts and Age Requirements

4.1 Age Requirements

Minimum Age: You must be at least 13 years old to create an account. Under 18s need parental or guardian consent.

Show mature content Access: Only users who are 18 or older and pass our age verification flow may enable the Show mature content switch in settings. Unverified users, and all users under 18, remain in default mode and cannot view or publish Mature-Labelled Content.

We use third-party age assurance providers and may require periodic re-checks or additional evidence before or after enabling show mature content mode. If verification fails or expires we will automatically disable show mature content mode access.

By registering, you confirm you meet our age requirement, will only post content that follows our rules, and will not attempt to bypass verification or expose minors to adult material.

4.2 Account Responsibility

You must provide accurate information and keep your account secure. You are responsible for all activity on your account and must tell us immediately about unauthorized use.

Email verification is required for activation and password recovery.

We may enforce additional safeguards (e.g., two-step confirmation before publishing adult comics) to prevent accidental exposure and reserve the right to revoke show mature content mode if we detect misuse.

5. Content Policy and Safety Standards

Coomerang operates dual content zones: default mode for general audiences and show mature content mode for verified adults. We protect children by default while allowing lawful adult expression in a controlled environment.

Mature-Labelled Content remains hidden across discovery, feeds, and profiles unless the viewer is a verified adult with Show mature content enabled. Creators must accurately label mature material, and failure to do so will result in enforcement action.

Plain-English meaning: By default everyone sees only all-ages material. Verified adults can opt in to view and publish lawful adult comics, but illegal, extreme, or mislabelled content is still removed.

5.1 Content Modes, Labelling, and Access Controls

  • Every upload starts in default mode. Creators must declare adult themes during creation; adult comics and scenes require the Adult Content toggle.
  • Mature-Labelled Content is only viewable, searchable, or publishable when an 18+ user successfully completes age verification and enables the settings switch.
  • Verified adults can switch back to default mode at any time; we may auto-disable show mature content mode after inactivity, failed spot checks, or compliance reviews.
  • We use automated classifiers to suggest adult flags on imagery; moderators may relabel, restrict, or remove content that is miscategorised or unsafe.
  • Sharing adult screenshots or links outside show mature content mode that expose minors to the material violates these Terms.

5.2 Strictly Prohibited Content — Applies to ALL Users

Banned content includes but is not limited to:

Primary Priority Content Harmful to Children (OSA Section 61)

  • Sexual content involving minors or age-ambiguous characters: Any depiction (real or illustrated) of minors, youthful-looking characters, or incestuous/bestial content. This remains prohibited even in show mature content mode.
  • Unverified exposure of pornography: Adult sexual acts, exposed genitals, or fetish nudity made accessible in default mode, to minors, or without proper labelling/verification.
  • Extreme or harmful sexual content: Non-consensual acts, sexual violence, mutilation, or content that a reasonable person would deem extreme. These are disallowed platform-wide.
  • Self-harm and suicide content: Any material that promotes, encourages, or instructs on suicide, self-harm, or eating disorders.

Priority Content Harmful to Children (OSA Section 62)

  • Abuse, harassment, bullying
  • Hate speech or incitement to hatred
  • Graphic violence or cruelty beyond lawful classification guidance
  • Dangerous activities likely to cause injury
  • Promotion of drug abuse or harmful substances

Illegal Content (OSA Priority Offences)

  • Child sexual exploitation or abuse
  • Terrorism promotion
  • Revenge pornography (including AI deepfakes) or any sexual content distributed without consent
  • Hate crimes
  • Fraud and scams
  • Illegal drug or weapon sales

5.3 Permitted Content Standards

  • Educational and creative storytelling suitable for all ages in default mode
  • Lawful, consensual adult comics and illustrations that remain within show mature content mode and comply with these Terms
  • Accurate labelling of mature themes, including violence or sexual content, to support filtering and parental controls
  • Positive, respectful community interactions across both default and show mature content modes

5.4 Your Content Rights and Responsibilities

You keep ownership of your comics. By uploading, you give us a licence to display them for the purpose of running the platform.

You must have the rights to your content and follow these terms.

5.5 Moderation and Enforcement

We review reports promptly: illegal content is ordinarily prioritized for rapid action; other prohibited content is actioned as soon as practical based on severity and overall queue.

  • Human review of reports
  • Proactive & automated safety signals (pattern / hash / heuristic) with human oversight
  • Swift takedowns for clear violations (graduated response for borderline cases)
  • Warnings, restrictions, or bans
  • Illegal content reported to police/NCA

Automated Image Safety Classifier (Transparency): When you upload or edit imagery in the comic editor we send lightweight thumbnails to our servers so Google Cloud Vision SafeSearch can evaluate categories such as adult, racy, or violence. The returned likelihoods drive the warning banners you see and determine whether an image is queued for human review. We retain only: (a) internal flag ID; (b) boolean adult/safety status; (c) triggering category labels plus likelihood; (d) confidence bucket (low / medium / high); (e) timestamps and reviewer notes. This supports appeals and consistent enforcement.

What Automated Tools Do NOT Do: They do not (i) perform facial recognition; (ii) infer age; (iii) generate new imagery; (iv) make irreversible removal decisions without human ability to review; or (v) guarantee perfect detection (false positives & negatives remain possible). Human reviewers can overturn automated flags on appeal.

If Automated Checks Are Unavailable: Connectivity or credential issues may temporarily disable SafeSearch scans; in that case uploads continue but are queued for subsequent human review. Absence of an automated flag does not waive policy compliance.

5.6 Reporting Tools

Report content via:

  • Report buttons
  • Contact form
  • Email: [email protected]

5.7 Moderation Workflow (Typical)

  1. Report / Detection: User report or automated signal.
  2. Triage: Quick check for imminent harm / illegality.
  3. Human Review: Policy evaluation (context & prior history).
  4. Action: No action / warning / removal / restriction / escalation.
  5. Notification: Outcome & rationale (where practical).
  6. Appeal: User may submit clarifying context.
  7. Appeal Review: Secondary reviewer re-assesses.

5.8 Appeals

If you believe content was removed or an account action was taken in error you may appeal via the contact form. We ordinarily review appeals within 14 days (complex or high-volume periods may extend this).

5.9 Repeat Infringers

Repeated or severe violations (e.g., 2 severe, or 4 moderate within 6 months) may result in permanent suspension. Severe illegal material may trigger immediate termination without warning.

6. UK Online Safety Act Compliance

We pursue safety objectives under the Online Safety Act 2023 through a combination of age assurance, mandatory labelling, targeted restrictions, proactive signals, and consistent human-reviewed enforcement. References to OSA sections are for transparency, not statutory interpretation.

Plain-English meaning: We default everyone to default mode, require ID-style checks before showing adult material, and monitor for attempts to bypass those protections.

  • Children’s and adults’ risk assessments completed (7 Aug 2025; refreshed 20 Nov 2025)
  • Age assurance and adult labelling controls documented and audited
  • Moderation procedures documented, including automated and human review for adult content
  • Annual transparency reports covering default mode and show mature content mode metrics

7. Subscriptions and Payments

Premium features are billed via Stripe. We never store card details. Disputes must be raised within 30 days.

7A. Children's Risk Assessment Summary

Most recent internal assessment: 7 Aug 2025.

  • Risks Considered: Sexual content exposure, grooming, harassment, violent / self-harm promotion.
  • Mitigations: default mode-by-default design, age verification before adult access, simplified feature set (no open private messaging), rapid report triage, automated image/content heuristics with human oversight, minimal data collection.
  • Residual Risks: Stylized circumvention, false positives.
  • Monitoring: Sampling of new publications, anomaly detection (upload bursts), age verification health checks, appeal patterns.
  • Planned Improvements: Classifier precision tuning, transparency metrics publication, trusted flagger channel, periodic KYC vendor re-evaluation.

Detailed assessments maintained internally and may be summarized in transparency reports.

8. User Content Licence

You retain all intellectual property rights in your User Content. By uploading, you grant us a worldwide, non-exclusive, royalty-free, transferable and sublicensable licence to host, cache, reproduce, store, display, adapt (e.g. create resized or optimized technical derivatives), and distribute your content within the Platform for the sole purpose of operating, improving, securing, and promoting the service. You can remove published content at any time; technical cached copies may persist briefly in backups.

You represent you have all rights necessary and that your content does not infringe third-party rights or violate these Terms.

If you delete your account we will deactivate published works; persistent backups are purged on a rolling basis.

9. Acceptable Use

  • No automated scraping, bulk harvesting, or unauthorized API use.
  • No attempting to probe, scan, or test security without written permission.
  • No malware, exploits, spam, pyramid schemes, or deceptive practices.
  • No impersonation or misrepresentation of affiliation.
  • No selling or renting accounts.

10. Copyright & DMCA

If you believe content infringes your rights, submit a notice via the contact form or to [email protected] with: (a) identification of the work; (b) URL(s) of allegedly infringing material; (c) your contact info; (d) statement of good-faith belief; (e) statement under penalty of perjury you are authorized; (f) signature. We may disable or remove content and, where appropriate, notify the uploader. Counter notices must include the statutory elements.

11. Account Suspension & Termination

We may suspend or terminate accounts for violations, legal risk, repeated infringement, security threats, or prolonged inactivity (>18 months). You may terminate at any time via account deletion. Sections relating to intellectual property, disclaimers, limitations, indemnity, and governing law survive termination.

11A. Transparency & Reporting

We plan periodic aggregate metrics (reports received, actions taken, median action times, appeals outcomes) while protecting privacy and investigations. Format and cadence may evolve.

11B. Safety Contact & Escalation

Urgent safety / child protection escalation: [email protected]. Law enforcement or trusted flaggers may request expedited review. Non-urgent issues should use support or in-product reporting.

12. AI & Automation Statement

We do not auto‑generate comics or text for users. Our current automation is limited to: (a) on‑device image safety classification inside the editor (see 5.5) to provide early user feedback; (b) server‑side hashing / heuristic matching to detect previously flagged content; (c) queue triage aids for human moderators (e.g. prioritizing suspected severe violations). Automated outputs are advisory; final enforcement remains subject to human oversight except where immediate removal is legally mandated (e.g. obvious child sexual abuse material).

User Impact: Local classification is ephemeral—probability vectors are not uploaded automatically. Persisted data is restricted to minimal flag metadata needed for safety, auditing, and appeals. We may refine thresholds or models (e.g. to reduce false positives) without materially changing this section; material scope changes (like introducing generative features) will trigger a Terms update.

13. Disclaimers

The Platform is provided "AS IS" and "AS AVAILABLE" without warranties of any kind (express or implied) including merchantability, fitness for a particular purpose, or non-infringement. We do not guarantee uninterrupted, secure, error-free operation, or that content will always be available or preserved.

14. Limitation of Liability

To the maximum extent permitted by law, our aggregate liability for all claims within any 12 month period is limited to the greater of (a) the amounts you paid us in that period (if any) or (b) £25. Nothing excludes liability for fraud, death or personal injury caused by negligence, or other non-excludable statutory rights.

15. Indemnity

You agree to indemnify and hold harmless Coomerang LTD and its officers, employees, and contractors from claims arising out of (a) your User Content; (b) your breach of these Terms; (c) your violation of law or third-party rights.

16. Force Majeure

We are not liable for delays or failures caused by events beyond reasonable control including outages, natural disasters, war, labour disputes, governmental actions, or network failures.

17. Governing Law & Jurisdiction

These Terms are governed by the laws of England and Wales. Courts of England and Wales have exclusive jurisdiction, except you may also have mandatory consumer protections in your place of residence where applicable.

18. Changes to Terms

We may update Terms; material changes will be notified via banner or email (if practical) at least 14 days before effectiveness, except urgent legal or security updates which may take effect immediately.

19. Severability & Waiver

If a provision is held invalid, remaining provisions stay in effect. Failure to enforce a right is not a waiver.

20. Entire Agreement

These Terms together with the Privacy & Cookies Policies constitute the entire agreement between you and us regarding the Platform, superseding prior understandings.

8. Privacy and Data Protection

We store data in the UK and EEA (Cloudflare R2 for content storage, Digital Ocean UK for servers). See our Privacy Policy for details.

Our Safety Commitment

Coomerang keeps default mode as the default for everyone and only unlocks adult storytelling for verified grown-ups. We combine automated and human review to prevent illegal or harmful content and to correct mislabelled material quickly.

By using Coomerang, you agree to follow these rules, respect the default mode boundaries, and help us keep every audience protected.
